Land Use Update: College Avenue Safeway Project (College and Claremont Avenues)

The now year-old retail building at the northeast corner of College and Claremont Avenues was sold to Southern California company Terramar Retail Centers. The company proposes to lease the large space at the southern tip of the building to Fremont Bank. The site's CN-1 zoning requires obtaining a Conditional Use Permit from the City. RCPC is gathering input on what Fremont Bank's plans would be, and the community's reaction. Plans will be presented at the next meeting of the Land Use Committee, Wednesday, February 17, 7:30 p.m. upstairs in the Rockridge Library.

Update on Secondary Units Proposal

The proposed Oakland city ordinance for Secondary Units received its second public reading at the January 19 City Council meeting. An amendment proposed by Councilman Dan Kalb was included.

Owing to an administrative error, the complete proposed ordinance was not submitted to the Council, and it was unable to take action. The final adoption was rescheduled to February 2.

Well, at long last, the electronic parking space monitor for the Safeway rooftop parking deck is working - sort-of. After an initial period when it showed more spaces available than the deck even held, followed by a period when the display constantly said Òfull,Ó it now appears the display is starting to be at least roughly accurate, so that, when the sign says "full," it may actually mean there are no spaces available.

Rockridge Shopping Center Redevelopment (AKA - Shops at The Ridge): Broadway and Pleasant Valley Avenue
Members of the community met with representatives of Terramar Properties on October 13 at the Rockridge Library. As those passing the site have noticed, work is well underway, especially on the new Chase Bank building (two-story structure near the Pleasant Valley entrance) and the new Safeway (further back from that same entrance). Plans are largely unchanged from those approved by the City, but there have been two design changes:

Wednesday's Land Use Committee meeting (7:30 PM at the Rockridge Branch Library upstairs meeting room) will focus on discussion and a vote on the Nautilus Group's 204 unit residential/mixed use project on Telegraph Ave.  See last month's article for details on the project.  The committee will vote on its recommendation to the RCPC Board.

On Wednesday, Sept. 30th, the Design Review Committee of the Oakland Planning Commission held a public hearing on the Nautilus Group's large mixed-use project.  The project is located on Telegraph Avenue, spanning the block between 51st Street and Claremont Ave.  It is six stories high along Telegragh Ave. and 51st Street, dropping to four stories along Clarke Street, where it meets the border of Rockridge's residential area.

Subsection G. is added to Section 17.33.070 to read as follows:

G.         In the CN-1 Zone, in addition to the use permit procedures set forth in Chapter 17.134, the following special provisions shall apply to use permits granted under note L2 to table 17.33.01.  These provisions shall take precedence over any conflicting provision of Chapter 17.134:

College Avenue Safeway Project - College and Claremont Avenues: The space availability electronic sign for the parking deck remains nonfunctional. RCPC and the other two community groups have now sent Safeway and Terramar formal notice of the violations of the settlement agreement. Hopefully, the issues can be resolved without having to take Safeway to court. There are also traffic problems cropping up at nearby intersections. College Avenue Safeway Project - College and Claremont Avenues: As those who go by the new store will notice, the electronic sign that is supposed to show how many spaces are available in the parking deck is still not working properly. Safeway has been told of the problem, which violates both the settlement agreement with the community groups and the City's conditions of approval for the project. We are still waiting to hear when and how it will be fixed.
