College Avenue Safeway Project, College & Claremont Avenues

Unconfirmed reports indicate that the current store will be closing early in July, possibly as soon as July 8. Demolition will begin shortly thereafter, once hazardous material removal is complete. Construction of the new store will likely begin early in the fall.

College Avenue Safeway Project, College and Claremont Avenues: This project, modified extensively by a settlement agreement between Safeway and community groups in Rockridge and Elmwood, is moving toward closing and demolition of the current store this summer. (If you see people in white "hazmat" suits on the site, they're exploring to ensure that hazardous or toxic materials such as asbestos or PCBs are identified for safe disposal.) Construction of the new store and shopping building should begin late this year, and is expected to take approximately a year.

"It's a lot of work, about what I expected, but I'm a workaholic generally," said Dan Kalb, characterizing his first months as the City Councilmember for Council District 1 which includes Rockridge.

Kalb met late in March with RCPC board members Stuart Flashman and Don Kinkead to discuss a range of Oakland and Rockridge issues in anticipation of his attendance at the RCPC April Town Hall meeting.

As noted in the February Rockridge News, the city gave administrative approval to a use permit modification to increase the school’s enrollment “cap” from 340 to 375 students.

Neighbors appealed that decision to the Planning Commission. At its February meeting, the RCPC board accepted the Land Use Committee’s recommendation and gave qualified support to the appeal. RCPC is sending the city a letter expressing its position on the appeal, which will be heard in March.

This project proposes to replace the current Rockridge Shopping Center with an expanded center, including a larger (65,000 sq.ft.) Safeway store, more commercial retail space, and some professional offices, but no residential. Total usable space will increase by about 120,000 sq.ft. Although the March Rockridge News will have gone to press before the February Land Use Committee meeting, a lot has been happening with this project this month.

The Rockridge pedestrian has won in several substantial ways with this negotiated project;
the walk street is now wider and in the right place, relative to 63rd Street, and the bulk of the

Settlement Protects Neighborhood in Important Ways

It’s done! After a final five-hour session presided over by former District One Councilmember Jane Brunner, Safeway and its former adversaries, Rockridge Community Planning Council (RCPC), Friends and Neighbors of College Avenue (FANS) and Berkeleyans for Pedestrian Oriented Development (BPOD), signed a final settlement agreement on Safeway’s College Avenue Shopping Center project. The next evening, December 18, the City Council gave its blessings to and unanimously approved the modified project that the settlement agreement had created.

At the end of a four-hour long hearing dominated by neighborhood residents opposed to the project, the Oakland Planning Commission unanimously approved Safeway's College Avenue Safeway Shopping Center Project at a public meeting July 26. RCPC's attorney, Michael Graf, joined by Rockridge and neighboring Berkeley residents, objected to the project's traffic, parking, air quality, toxics, and visual impacts, and cited its inconsistency with the zoning and general plan designations for the site.

Caldecott Settlement Project Examined

City staff and consultants joined City Council member Jane Brunner in a public meeting to discuss the first six projects included in Oakland's settlement agreement with Caltrans over the Caldecott Improvement Project, or Fourth Bore.

The goal of the meeting, held March 26 at Kaiser Elementary School, was for participants to tell the city their thoughts on these designs, before the city moves forward to the final pre-construction stage.
