Land Use Update: College Avenue Safeway Project (College and Claremont Avenues)

The now year-old retail building at the northeast corner of College and Claremont Avenues was sold to Southern California company Terramar Retail Centers. The company proposes to lease the large space at the southern tip of the building to Fremont Bank. The site's CN-1 zoning requires obtaining a Conditional Use Permit from the City. RCPC is gathering input on what Fremont Bank's plans would be, and the community's reaction. Plans will be presented at the next meeting of the Land Use Committee, Wednesday, February 17, 7:30 p.m. upstairs in the Rockridge Library.

Well, at long last, the electronic parking space monitor for the Safeway rooftop parking deck is working - sort-of. After an initial period when it showed more spaces available than the deck even held, followed by a period when the display constantly said Òfull,Ó it now appears the display is starting to be at least roughly accurate, so that, when the sign says "full," it may actually mean there are no spaces available.

College Avenue Safeway Project - College and Claremont Avenues: The space availability electronic sign for the parking deck remains nonfunctional. RCPC and the other two community groups have now sent Safeway and Terramar formal notice of the violations of the settlement agreement. Hopefully, the issues can be resolved without having to take Safeway to court. There are also traffic problems cropping up at nearby intersections. RCPC will be talking to the City about addressing those. If you see problems, let us know at landuse@rockridge.org.

College Avenue Safeway Project - College and Claremont Avenues: As those who go by the new store will notice, the electronic sign that is supposed to show how many spaces are available in the parking deck is still not working properly. Safeway has been told of the problem, which violates both the settlement agreement with the community groups and the City's conditions of approval for the project. We are still waiting to hear when and how it will be fixed.

In February, the Land Use Committee discussed updates on a number of projects proposed or currently moving forward in the neighborhood as well as neighborhood concerns about the proposed removal of six redwood trees at the former Shell station site at the corner of College and Claremont.

Although the College Avenue Safeway has opened, there are a number of items that do not yet comply with either the use permit conditions or the settlement agreement with community groups. The groups are submitting a list of uncompleted items to Safeway and Terramar (the new owner of the retail building), as is the city. The groups plan to meet with Safeway in February to resolve those items not yet completed. Please e-mail information about issues you have with the project to landuse@rockridge.org.

Parking on the College Avenue side of Safeway frontage has been restored beginning Wednesday, December 10 morning through Saturday, January 2 as a temporary measure for the holiday season.  All construction work on College and Claremont Avenues are halted under Oakland's Holiday Moratorium program.

College Avenue Safeway Project- College and Claremont Avenues Construction of the Safeway building is nearing completion, but there have been more glitches. In response to merchant concerns about the lack of parking in the pre-Thanksgiving week, Safeway agreed to temporarily reopen on-street parking on the east side of College Avenue. However, as of November 30, Safeway has stated the parking will again disappear between December 1 and December 6.

Parking on the College Avenue side of Safeway frontage will be restored beginning next Monday November 24 morning through Saturday, November 29th as a temporary measure for Thanksgiving week.  The sidewalk will close again Monday December 1 until the completion of construction so that Safeway can finish the sidewalk and plaza. It will then re-open permanently on December 6th.
