College Avenue Safeway: College & Claremont Avenues: At a two-and-a-half hour negotiating session on November 1, Safeway representatives (led by Corporate Vice President for Real Estate Steve Berndt), and the three community groups - Rockridge Community Planning Council (RCPC), Friends and Neighbors of College Avenue (FANS), and Berkeleyans for Pedestrian Oriented Development (BPOD) - hashed out a compromise agreement over Safeway's increasing the height of its new College Avenue store.

College Avenue Safeway Project (College & Claremont Avenues)
As previously reported, Safeway violated its settlement agreement with the three local community groups (including RCPC) by submitting a building permit application to the city without first meeting with the groups to discuss changes to its plans that differ from what the City Council approved last December. Those changes were considerable, and not for the better.

College Avenue Safeway Project at College Claremont

As reported in last month's Rockridge News, Safeway violated its settlement agreement with RCPC and two other community groups by submitting its building permit application to the city without first meeting with the groups to discuss major design changes from the plan approved by the city. The city agreed to stop processing the application until Safeway complied with the agreement, and Safeway has now met with the groups and reviewed its intended changes.

College Avenue Safeway Project, College and Claremont Avenues: This project, modified extensively by a settlement agreement between Safeway and community groups in Rockridge and Elmwood, is moving toward closing and demolition of the current store this summer. (If you see people in white "hazmat" suits on the site, they're exploring to ensure that hazardous or toxic materials such as asbestos or PCBs are identified for safe disposal.) Construction of the new store and shopping building should begin late this year, and is expected to take approximately a year.

The Rockridge pedestrian has won in several substantial ways with this negotiated project;
the walk street is now wider and in the right place, relative to 63rd Street, and the bulk of the
building is much reduced. These are subtle points that eluded our Planning Commission, but, through the hard work of a few volunteers, we have made a lasting impact that will be a

It’s done! After a final five-hour session presided over by former District One Councilmember Jane Brunner, Safeway and its former adversaries, Rockridge Community Planning Council (RCPC), Friends and Neighbors of College Avenue (FANS) and Berkeleyans for Pedestrian Oriented Development (BPOD), signed a final settlement agreement on Safeway’s College Avenue Shopping Center project. The next evening, December 18, the City Council gave its blessings to and unanimously approved the modified project that the settlement agreement had created.

At the end of a four-hour long hearing dominated by neighborhood residents opposed to the project, the Oakland Planning Commission unanimously approved Safeway's College Avenue Safeway Shopping Center Project at a public meeting July 26. RCPC's attorney, Michael Graf, joined by Rockridge and neighboring Berkeley residents, objected to the project's traffic, parking, air quality, toxics, and visual impacts, and cited its inconsistency with the zoning and general plan designations for the site.
