The city of Oakland's year-long petition process to determine the expenditure of $1.4 million of Caldecott Settlement Agreement funds has come to a close, and the results indicate there is not sufficient support to continue with the studies. The process was developed to ensure that studying two soundwall segments along State Route 24 between Broadway and Telegraph Avenue has strong and widespread community support in the affected area.

Soundwall Study Supporters Appeal City Decision

The Rockridge Ad-hoc Sound Wall Committee, which collected and submitted more than 300 signatures favoring sound wall studies, has appealed the rejection of the petitions by the city's Transportation Services Division. Among other concerns, the appeal points out that the petition process was not like those for permit parking or speed humps. Both of those require signatures of residents, not property owners.

As reported in the October 2013 issue of The Rockridge News, Oakland staff and consultants are well into designing many of the highest-ranking projects on the Caldecott Settlement project list. As detailed design of construction plans has unfolded, cost estimates have grown from the initial costs used to develop the list, in some cases significantly. The result is that fewer projects on the list will be funded than originally anticipated.

Following the process presented at the September and January RCPC Town Hall meetings and in articles in the December 2012 and January 2013 issues of The Rockridge News, the city of Oakland has released petitions that eligible property owners can use to indicate their support of further study of two potential soundwalls along eastbound and westbound SR-24 in Rockridge (see below for map).

At a public meeting held late in September, city of Oakland and Caltrans representatives met with more than 60 Rockridge community members to discuss the dynamics of freeway noise and how soundwalls work; present a 2009 study of potential soundwall locations in the Rockridge and Temescal districts; and discuss the process of determining whether Oakland will invest in further soundwall studies at those locations. More than 80 Rockridge residents crowded into the Rockridge Library meeting room on September 27 to hear about soundwalls and the process that might lead to their construction in the Rockridge area.

Organized by the city of Oakland, the meeting presented a wealth of technical information on sound wall functionality, the sound wall study process, landscaping considerations and the preliminary technical report evaluating noise levels in Rockridge.
