Rockridge Shopping Center Redevelopment (AKA - Shops at The Ridge): Broadway and Pleasant Valley Avenue
Members of the community met with representatives of Terramar Properties on October 13 at the Rockridge Library. As those passing the site have noticed, work is well underway, especially on the new Chase Bank building (two-story structure near the Pleasant Valley entrance) and the new Safeway (further back from that same entrance). Plans are largely unchanged from those approved by the City, but there have been two design changes:

Wednesday's Land Use Committee meeting (7:30 PM at the Rockridge Branch Library upstairs meeting room) will focus on discussion and a vote on the Nautilus Group's 204 unit residential/mixed use project on Telegraph Ave.  See last month's article for details on the project.  The committee will vote on its recommendation to the RCPC Board.

Here is the text of the proposed amendment to CN-1 zoning:

17.33.070  Other zoning provisions

Subsection G. is added to Section 17.33.070 to read as follows:

G.         In the CN-1 Zone, in addition to the use permit procedures set forth in Chapter 17.134, the following special provisions shall apply to use permits granted under note L2 to table 17.33.01.  These provisions shall take precedence over any conflicting provision of Chapter 17.134:

College Avenue Safeway Project - College and Claremont Avenues: The space availability electronic sign for the parking deck remains nonfunctional. RCPC and the other two community groups have now sent Safeway and Terramar formal notice of the violations of the settlement agreement. Hopefully, the issues can be resolved without having to take Safeway to court. There are also traffic problems cropping up at nearby intersections. RCPC will be talking to the City about addressing those. If you see problems, let us know at

College Avenue Safeway Project - College and Claremont Avenues: As those who go by the new store will notice, the electronic sign that is supposed to show how many spaces are available in the parking deck is still not working properly. Safeway has been told of the problem, which violates both the settlement agreement with the community groups and the City's conditions of approval for the project. We are still waiting to hear when and how it will be fixed.

A study of CN-1 zoning (the zoning for the College Ave commercial area, as well as other thriving Oakland neighborhood commercial areas) will kick off next Wednesday evening, May 27th, with a meeting at the Rockridge Branch Library.  RCPC's land use committee will be hosting the first meeting in conjunction with the monthly land use committee meeting.

College Avenue Safeway Project, College/Claremont: RCPC and the other North Oakland/Berkeley community groups that reached a settlement with Safeway over the new College Avenue center are still negotiating with Safeway - and with Terramar, new owner of the retail buildings - over project issues. Most important: the malfunctioning parking deck space monitor. The street level display should show how many spaces are available, but reports incorrect numbers.

In February, the Land Use Committee discussed updates on a number of projects proposed or currently moving forward in the neighborhood as well as neighborhood concerns about the proposed removal of six redwood trees at the former Shell station site at the corner of College and Claremont.
