The February Rockridge News featured an article on Senators Scott Wiener's (D-San Francisco) and Nancy Skinner's (D-Oakland-Berkeley) bill, which would mandate residential upzoning near transit stations and major transit line stops statewide.  Faced with significant opposition to their bill, they have added a series of amendments.  (The attached file shows the bill's amended language as of March 1, 2018.)

Following up on their success last year in passing SB 35 (see Land Use Committee Update article for January 2018), State Senators Scott Wiener (San Francisco) and Nancy Skinner (Oakland/Berkeley) have introduced a new bill, SB 827, intended to address California's housing crisis.  The bill would create a "transit-rich housing bonus" that would apply to areas near transit stations or "high quality transit corridors" (bus service at least every 15 minutes during peak travel hours).  In those areas, local zoning height limits would be replaced by height limits

In the weeks since the May 29 community meeting hosted by the city of Oakland to present planned improvements to Broadway between Broadway Terrace and Ocean View Drive (see June 2014 issue of The Rockridge News for a report of the meeting), staff and their consultants have transcribed and to over 70 comments and questions conveyed at and since the meeting.

The latest plans for pedestrian crossing, bikeway, lane configuration and related improvements on Broadway between College Avenue and Ocean View Drive will be presented by city staff Thursday, May 29, beginning at 7 p.m. at the Rockridge Branch Library community meeting room on the second floor.

Following review of a traffic study, plans are moving forward on the project, which is intended to improve safety in the corridor for all roadway users.

Cafe Proposal for 5269 Broadway (minor conditional use permit required)
The committee discussed a proposal for a cafe to be located at 5269 Broadway. It would be open during the day and cater to students at the California College of Art. Although an applicant representative did not attend the meeting, committee members present felt they had sufficient information about the proposal to make an informed recommendation to the board of directors. The recommendation is that RCPC not oppose the application.

College Avenue Safeway Project, College and Claremont Avenues: Negotiations between Safeway and the three community groups - Rockridge Community Planning Council (RCPC), Friends and Neighbors of College Avenue (FANS), and Berkeleyans for Pedestrian Oriented Development (BPOD) - have continued over Safeway's College Avenue Shopping Center after Safeway made major changes to the project as approved by the city in 2012 and then submitted a building permit application to the city based on the revised drawings in violation of its settlement agreement with the three groups.

Broadway Road Diet Discussed at Community Meeting

City staff presented proposed designs for the Upper Broadway "road diet" and related intersection improvements at a public meeting held in mid-November at College Preparatory School. This project includes components that will be funded through the Caldecott Settlement Agreement - including a pedestrian-activated traffic signal at Lawton and corner bulb-outs to reduce the speed of vehicles turning from Broadway onto Ocean View and Lawton - as well as a number of improvements to be funded through roadway resurfacing and other funds. City of Oakland staff and their consultants are well along designing many of the highest ranking projects on the Caldecott Settlement project list.

Unfortunately, as the detailed design of construction plans has unfolded, corresponding cost estimates have grown from the initial costs used to develop the list, in some cases significantly.

This project proposes to replace the current Rockridge Shopping Center with an expanded center, including a larger (65,000 sq.ft.) Safeway store, more commercial retail space, and some professional offices, but no residential. Total usable space will increase by about 120,000 sq.ft. Although the March Rockridge News will have gone to press before the February Land Use Committee meeting, a lot has been happening with this project this month.

Rockridge is unique, perhaps among all neighborhoods in America, in simultaneously having two proposals for expanded Safeway stores.  These projects are not happening in isolation, and their simultaneity is far from random.  Safeway has nationwide plans to expand stores to fit its “Lifestyle Store” model.  That model calls for minimum 50,000 sq. ft.
